The law and AI are out of sync.

There are some areas of the law which more or less address developments in AI. IP rights would be one. But most areas of the law are behind the curve. This would include liability, crime and corporate governance. The big one, though, is the concept of artificial personhood. That is highly controversial. But, once we have developed an AI that is worthy of the term artificial person, the law might find it has left it too late.
